“Very nice helpful program to upload anything without starting a separate FTP program. One of my “must have” tools. Download it, install, and you’ll love it too. csbFTp is a small application that makes it very easy to upload files to an FTP server. After installation you’ll find a new entry in your Explorer right-click context menu. You can then upload a file or files from the Explorer window by a simple right-click to any of the FTP server. (You can configure up to 20 different servers.)” By Gras. (Recommended by Kai Richter)
FileZilla

For 95/98/NT/2K/XP. “FileZilla is the best open-source FTP client for Windows. The drag-n-drop feature in FileZilla is handy when downloading or uploading files. The Site Manager allows you to quickly connect to servers by storing server information. It stores settings such as usernames, passwords, and default directories. FileZilla is the best freeware FTP program I have ever used.” By Tim Kosse. (Recommended by Trey Hunner) James M. Fisher added, “I’ll second that! Filezilla, if you so choose, will store all your FTP site settings in an XML file (as opposed to the registry) which can then be exported and imported, much like IE’s import/export Favorites option.”
FTP Commander

For Win95/98/NT/2K. “I used to use WS_FTP_LE, but got too many errors, so went looking for another. I can’t fault FTP Commander. It has a similar interface to WS_FTP_LE and does all I want from an FTP client, without errors. The URL (linked at left) allows you to download it without registering, and the Internet-Soft page pretty-much tells it like it is.” By Internet-Soft. (Recommended by Shane Beatson)
Mr. E.’s Note: FWIW, FTP Commander is solid on basic functions but not nearly flexible enough for me.
LeechFTP

“LeechFTP (despite the name) is a multi-file (up to 16) FTP program that allows you to load and save file lists between sessions. It also allows for the control of bandwidth for ALL or SELECT files. I have been using this for a few years now.” By Jan Debis. (Recommended by Brian Eshelman)
Quick ’n Easy FTP Server

For 98/NT/2K/XP. “Sometimes you need a possibility to share files with other. Here is a handy Tool with small size (~580kb) and for free. Quick ’n Easy FTP Server is a multi-threaded FTP server. It comes with an easy-to-use interface and can be accessed from the system tray. The server handles all basic FTP commands and offers easy user account management and support for virtual directories.” By Pablo van der Meer. (Recommended by Kai Richter)
SmartFTP

For 9x/NT. “I think you may find that SmartFTP is a nicer FTP client than WS-FTP. Supports drag-n-drop, local folders, multiple sessions in an mdi window, Explorer look and feel.” Author not specified. (Recommended by David J. Snyder)
Mr. E.’s Review: The most positive thing I can say about this program is, “Different strokes for different folks.” I have rarely so thoroughly disliked a piece of software. It is a bloated, tedious, non-intuitive monstrosity. On the other hand, no piece of freeware has been recommended to me by so many different site visitors! Maybe they want something different than the one simple thing I want from an FTP client. WinSCP does that effectively and much more intuitively. For that matter, so does the FTP capability native to Internet Explorer!
